I believe that Mac Mail will do this. When I make a rule in Mac Mail it asks me if I want to apply the rule right now, to existing mail. One of our Users is unable to create new or even see existing rules in Outlook (For Mac), when they open the rule manager it is just constantly loading, and when they try to create a rule they get an error message saying 'Rules could not be saved because there is an error in the rules.'
